A condominium gate on a Friday evening at 7:30 will look very different from the peaceful security environment shown in the condominium brochure. For residential communities looking for residential security services, this changing environment highlights how much more complex guardhouse operations have become.

A food delivery rider is waiting for confirmation. Two people are trying to enter behind him. Packages are being moved from one place to another. A contractor wants to leave after finishing his work, while another visitor does not know the unit number.

Not everyone among these individuals can be considered a security threat.

The question here is who will be going where, for how long, and with whose permission.

As more and more services become available in residential complexes, the problem is becoming more challenging. J&T Express Malaysia has announced that another 20 smart parcel lockers will be installed at selected LRT stations in August 2026 due to the increasing number of parcels; these lockers give their customers an option other than door-to-door delivery.

But when it comes to condominiums and gated communities, this raises a practical question: do all service providers really need equal access?

“Visitor” has become too broad a category

Traditional visitor access rules used to be quite straightforward. The visitor would arrive at an address with a resident there, and the guard would authorize the visit.

Visitor traffic at residential properties has become more complicated today.

The food rider would stay on the premises for about three minutes. A renovation contractor would be on the premises for eight hours. There could be a domestic service company worker coming into the unit on a weekly basis. There is no need for them to enter each apartment to deliver parcels to 20 residents.

If you consider all of them ordinary visitors, there will be unnecessary queuing and inconsistent access for visitors who perform different tasks.

A decent residential security service would help management properly classify these activities. This is an important part of effective residential security services, particularly in developments where different types of visitors and service providers enter throughout the day.

Access to the parcel area is all a courier requires. The food rider would visit the specified location. A contractor could be registered in advance and work during certain time periods. Personal visitors would follow a different resident-confirmation procedure.

Parcel management can remove an entire access problem

While having an extra guard for package deliveries is one option, changing the entire process to make it more secure is quite another.

The guards will have to verify multiple deliveries throughout the day if every courier must visit the residential building and individual units. Deliveries might occur when the residents are away.

A good parcel room or “smart-locker” system is another possible option. The packages will be delivered to a specified location, and the residents will come to collect them.

J&T's current parcel room extension does not involve condominiums, yet it is relevant for residential management, since it reduces the need for everyone to be present at the same time to collect and deliver packages directly to the doorstep.

If a substantial number of packages are collected at the development, one should consider whether a special collection area would reduce unnecessary visits to the guardhouse.

Short-term guests create a different problem

Other developments may require changes in how strata properties manage short-term occupants, which are not always easy to anticipate.

In June 2026, Airbnb introduced additional materials for short-term rental accommodation in apartments and condominiums in Malaysia. There are also By-laws and a Code of Conduct in this pack, which cover matters such as registration, guest conduct, and cooperation with building management.

The circumstances of each property also need to be considered since, under Malaysian legislation, strata management can affect whether short-term accommodation is permitted in a particular property.

The security measures should consider the fact that a person who is visiting a property is neither the property owner nor a regular guest.

Has the guard been informed about the guests in advance? Who is responsible for temporarily allowing access? When does that access end? What can be done in case it is impossible to contact the host?

A telephone confirmation should not leave the guard trying to enforce property rules in the middle of the night (1 a.m.).

Guards need rules they can actually apply

Most residential security problems involving guards are due to confusion over instructions.

When one resident wants all delivery riders inside the apartment and another resident wants all delivery riders outside, the guard will not be able to satisfy both residents unless a policy has been established for the entire building.

When deciding which residential security services to adopt, the JMB, MC, or property manager should at least develop the following procedures:

  • resident access and forgotten access cards;

  • personal visitors;

  • food and grocery deliveries;

  • parcel couriers;

  • renovation contractors and service workers;

  • ride-hailing pick-ups;

  • emergency access;

  • short-term occupants where applicable.

Exceptions should also be planned for. An exception could involve an older person receiving medical equipment, requiring different treatment from a normal food delivery.

The security company then trains the personnel on a single system rather than relying on individual judgment at each visit.

Convenience and security are not opposites

Restrictive security may inconvenience residents, and it is understandable that they may become irritated by it.

A security process that requires ten minutes for each delivery verification call may technically be restrictive but still operate inefficiently.

Inevitably, residents make guards violate this procedure, which makes it inconsistent.

Controlled routes are much better options for low-risk activities with high frequency.

Resident applications, QR visitor passes, intercoms, access cards, and parcel lockers are all technological solutions available for use.

Even with technological solutions, guards are still needed, since there will always be some inconsistencies between the database and the person standing behind the gate.

The best residential security services must combine both approaches.

If someone is not allowed to enter the residence without a good reason, it should be difficult, if not impossible, for them to enter. At the same time, it should be easy to determine whether they need to enter and why.

This is a much more effective indicator of security than the number of people refused entry by the guard.

A modern condominium is an amalgamation of a residence, delivery center, and social hub.

To enter it, you have to be all three at once.
